Santo Domingo.– President Leonel Fernández submitted a constitutional reform draft bill to congress that would declare hydrocarbons exploration and production of high public interest.
All natural resources situated in Dominican territory, including mining deposits, belong to the state and only can be explored and exploited by privates by virtue of the concessions or contracts granted under conditions determined by law, states Article 9 of the bill.
The government expects the development of hydrocarbons exploration and production will help the country reduce its dependence on imported hydrocarbons. The current constitution makes no reference to hydrocarbons.

1) With the huge increase in government revenues, is there any explanation for the enormous budgetary deficits other than the huge governmental wastes of money on employees and programs that are unnecessary?

This is most promising and most shocking that the bourgeois regime in Santo Domingo doesn't want ... for a change ... to give away or "privatize" its natural resources to the imperialists in exchange for a patronizing pat from the imperialists on a Dominican head or shoulder or behind.
The imperialists already insist that any oil or gas found in the DR belongs to the "private sector" or, that is, the domestic and foreign thieves operating in the DR, even though it's Cuban and Venezuelan engineers and geologists who are doing most of the promising explorations while the bourgeois parasites anxiously wait for the results.
