SANTO DOMINGO.- Foreign Relations minister Carlos Morales said in Barbados Friday that Dominican Republic will sign the Economic Association Agreement  (AAE) at the beginning of October.

Except for Guyana’s, the Heads of State unanimously reiterated their intention to sign the agreement as negotiated, and scheduled October 15, "without any new changes, because the Caribbean’s credibility in Europe is at steak," said St. Vincent & the Grenadines prime minister Ralph Gonzalves in the meeting.

However Morales said since approval by Congress would take at least one month, signing the deal on October 15 doesn’t leave enough time for it to take effect in his country before October 31. "We’ve already had three postponements in the signature for the Economic Association Agreement. We recognize your concern but any practical solution will have to be sought only after the accord is signed."

He said his country’s exporters ship bananas, rum, tobacco, cacao and textiles to Europe more than ever . “For that reason they need the legal security of an agreement compatible with the WTO (World Trade Organization). It’s not possible to further delay this proceeding and expose ourselves to new disputes in that organism in Geneva."

Attending the meeting in Barbados were the primer ministers of Barbados, David Thompson; of Dominica, Roosevelt Skerrit; of Grenada, Tillman Thomas; of Jamaica, Bruce Golding, and Guyana president Bharrat Jagdeo, among others.

Maybe now each minister can afford to hire more than the measly ELEVEN asst. ministers that each minister currently has.

Also maybe now all the defunct departments like the Sugar Council, which at this point serves no purpose whatsoever, can get the well deserved wage increases that they don't work for.

Deficit with US grows

The trade deficit between the US and the DR was at US$1.6 billion for the first seven months of year. The continued deficit in trade (when imports are higher than exports) is raising concerns about the DR-CAFTA agreement and its benefits for the DR. Critics say that these numbers contradict trends for other Latin American nations, which have shown a surplus in trade with the US during the same period. The rate at which the deficit is growing is also causing deep concern. During the first seven months of the year the deficit grew by 83.7%. For the same period in 2007 the deficit was only US$863 million.

According to Hoy, there was a 19.5% increase in the value of imports, from US$3.3 billion to US$3.94 billion and a reduction in the value of exports, which went from US$2.431 billion to US$3.4 billion. Since DR-CAFTA went into effect in March 2007, a US$3.14 billion trade deficit has been accumulated over the 17-month period.
Hoy economic reporter Luis H. Vargas writes that economic policies in place have increased domestic costs making exports more expensive, at a time when the cost of imports has declined.
Vargas quotes a study by the US Commerce Department indicating the value of DR export values slipped from US$2.43 billion to US$2.35 billion. This downward trend dates to 2006 when export values dropped from US$4.53 billion in 2006 to US$4.21 billion in 2007. Meanwhile imports have increased at a faster pace. Vargas says that imports were valued at US$3.29 billion between January-July 2007 and grew to US$3.98 billion for the same period in 2008.

There is a saying "if you throw enough crap against the wall something is bound to stick"

So DRCafta hasn't produced the "instant gratification" that the Dominicans so desperatly need.. The idea that Europe even would consider a deal with the DR is beyond anything reasonable. But I have to think there are lot more intelligent people makling these decsions then us.

Give it some time oil is cheaper everyone is back from their summer vacations and the US has an election coming up. No one is making any huge deals right now. Take what you can get.
