Miami.- The Dominican Republic remains the second-safest country in CAFTA, while Haiti remains the most dangerous country in Latin America for foreign multinationals and their executives, according to the third annual Latin Security Index developed by FTI Consulting Ibero America for Latin Business Chronicle. Within CAFTA, only Costa Rica is safer. In fact, the Central American nation is ranked as the safest in all of Latin America, ahead of countries like Chile and Uruguay.
The Dominican Republic maintained its score of 3 from last year and a 6th place on the ranking, making it safer than Ecuador, but less safer than Argentina. 1 represents a non-dangerous country and 5 represents a very dangerous country. No Latin America achieved 1, but three - Costa Rica, Chile and Uruguay - got 2. Haiti was the worst country in Latin America, with a score of 5.
The ratings are based on official numbers from Public Security Secretariats, Local Police, Governments, Nongovernmental Organizations (NGO) and Institutes of Crime Investigations. All countries kept their ranking from last year except Venezuela and Colombia. Venezuela replaced Colombia as the second-most dangerous country in Latin America thanks to growing crime, homicides and kidnappings.
Overall, security is likely to get worse in Latin America thanks in part to the economic slowdown and probable recession this year. "Key issues affecting public insecurity in the region are the current macroeconomic crisis affecting the world, which has led to massive lay-offs and social unrest in some of the countries," says Frank Holder, senior managing director at the international risk and investigations group at FTI Consulting.

I think they mean a safe mountain town like Constanza away from city folks, where Japanese and Spanish farmers live peacefully and quietly away from crime ridden places, like in the bigger urban areas of the DR like Santiago and the Capital city. The ranking sounds nice, but please forgive me if I remain a bit skeptical.
It is indeed difficult to reconcile the veracity and relevance of this ranking, particularly when considering the daily dosage of news attesting to the contrary in this forum and various similar others.
I, like most here, am sure, am a proud Dominican and wish nothing but the best for my country and its status in region. To wish so is to be patriotic; however, to ignore reality is to be foolish.
A country with institutionalized corruption at all levels of govt, a dysfunctional judicial system and significant and ever-growing drug problem and crime should probably not qualify for such high stature.
I am still a proud Dominican, in spite of it all, but perhaps I am living in the past, when men were honorable and patriotic, when a man's word was worth everything-my parents past!

If each country graded itself then Haiti doesn't want any foreign investment!
The ranking and the scale appears to explain the current perceptions of the differents regions in L.A. For example, insecurity scares away foreign investment and mitigates the local economy (making it expensier for business and capital will migrate out). So we expect Costa Rica, Chile, and Uruguay to be safe and have more dinamic (and responsible and transparent) economy.

The bottom line is that there in no place anywhere in this hemisphere that allows you to put your guard down and be totally reckless with assumptions of degrees of security. Yes it is always comforting anywhere to see police patrols and private security guards, but it is your own ability to minimize risk that determines how and where you are safe anywhere in this world.
