The best defense is a strong offense... The article doesn't include just military reforms. Perhaps you need to read it again.

Well as I said in my first response, the action points are all fuzzy diplomatic points..the meat of this argument revolves around militarism and realpolitik power games.

It seems to me too much is left to chance ... the chance of the leader being a Trujillo or Mugabe...no thanks I'll stick to messy democracy for now.

I'll have to agree with you on that one, goulet. For all his crimes and misdeeds, Trujillo at least left behind a strong, debt-free economy, with an infrastructure adequate enough to enable a conscious man (or party) to have prepared the country to make the leap to development, while Mugabe's only legacy will be a destroyed economy, countless of families broken and disposessed, and, most of all, a country where the racial divides are still a source of major strife.

I'd only say that to those who ended up in a grave (or worse) the difference between the two is not too great . Though I do understand what you guys are saying, and it emphasizes what I mean that too much is left to chance with authoritarianism. Will you get a Park Chung-hee or a Batista? At least with democracy you can say that if the people vote in an incompetent then they prob deserve whatever they get
