Does anyone know of an organization that would help me send a wheel chair and other items to donate in DR? I have a hardly ever used wheel chair of someone that past away and want to get it down there before Xmas. This is to give it to some one that is in real need of a wheel chair and can not afford one (I am not trying to get it down there and sell it).

On this site they have whole Threads devoted to tearing down what NGO's are doing....but an NGO is what you need....

I will see what I can do. What part of the USA are you in? An easy way is to have a hotel guest bring it along when they come fly south - they will not be charged if we get a letter from and NGO.

I live in Chicago and they want to charge me a bit of money to send NY/NJ first and then send it on the boat to POP

If I get any guests from there I will let you know ASAP. They can take it on a plane no charge.

I am going fly to DR in December. I always travel with two luggage, one carry one, and one personal carry on. Do they let you bring a wheel chair on board free of charge?

Depends on the airline. Usually they do - but contact them a couple of week ahead of time - they may ask for a letter from a NGO or church group....

Airlines have their own wheelchairs for customers, if you come ON your own wheelchair they will take you to the gate and put it in the cargo compartment as baggage, but regarding charging you, some airlines like Delta and American are pretty lenient, and might not, Spirit will charge you. In any event rules change as we speak, so still the best bet is to donate directly to the end user and ask them how to proceed best.
