What is "El Cibao"?

What is your racial obsession with that region? Dominicans of all 'racial types' (to use language you can understand) can be found everywhere in DR.
Cibao region is the most populous and developed and historically with the highest percentage of people of pred. European phenotypes. As of now also the region with the highest Taino dna, the south coming in second.
Save up some money and just go.

I'm sorry. I just want to know which provinces/sub-regions are generally considered "El Cibao" because many don't consider Puerto Plata or Samana to be El Cibao

It's the frosty Nordic communities of the Mountains in the central also known as New Vinland.

I would really appreciate it if you named every single province that is culturally and racially (majority Light skinned mulatto/mestizo or White) Cibaeno.

All I know is Monsenor Nouel, Santiago, La Vega and Valverde.

You would get lost in the cibao mountains. Unless you are familiar with the area you will get lost. No phone signal around some of the large mountains...
