The original fort of San Santiago was established by Columbus near the current location of La Fortaleza atop a strategic hill overlooking the river pass and the sorrounding area. The first settlement grew around this defensive structure. When Ovando came to the island as governor, the villa was moved to the plains near the shores of the Jacagua river further North(also closer to the tectonic fault that lies beneath the Septentrional range). In the middle of the 1500's a strong quake sank the villa to the ground, which by then was dotted with colonial buildings that today would have been architectural jewels. There is a very interesting book about the first Santiago settlement, but the name escapes me right now.....

From the Monument, you have a panoramic view of the city, nestled in a vast valley surrounded by the towering mountains of the Cordillera Central to the southwest and the Cordillera Septentrional to the north. At Carnaval time, the Monument is the place to be for all the colorful action every Sunday in February—two of Santiago’s neighborhoods vie every year to see which can make the most demonic “Lechón” masks and costumes.
