SANTO DOMINGO.- Membership in a passenger vehicle union is key when a Metropolitan Transit Authority (Amet) cop approaches a motorist to issue a summons, because "concho" and bus drivers have "certain immunity" from Traffic Law 241, and has become the first serious accusation of corrupt practices in the entity created in president Leonel Fernandez’s first term (1996-2000).

Since general Latif Miguel Mahfoud was appointed Amet chief, it’s normal to observe traffic cops stop drivers of private vehicles in any corner, specially those in good condition, disregarding nearby cars that are double-parked, without lights or those not wearing seatbelts.

In more than an occasion Amet agents have confessed they cannot give union drivers a ticket because of “inter-institutional agreements between the organism and those unions."

Of the 511,000 fines issued in 2007, most were given to the drivers of private vehicles, not because they are the majority rather from the privileges which they are given.

Amet’s efforts to control the reckless driving on minibuses in their daily battle for passengers of different routes are weak at best, endangering the other motorists.

But if you aren’t a union member and want t be a "privileged person,” you only need to exhibit a police cap or military hat on the dashboard, to drive without a license plate, diver license and insurance, in addition to driving as you please.

When he was designated Amet director in August last year Mahfoud vowed to penalize the members of the Armed Forces and Police agents who broke the traffic law, but didn’t specify in that occasion that fines and tickets weren’t issued to the authorities as they are for civilians, and instead would recommend reprimands through their units instead.

Amet agents also let the unions take over any section of the street and turn it into a terminal, becoming aggressive against those who dare to board or dismount passengers in those places.

One woman, driving a new vehicle, complained that in a corner with rickety vehicles, an Amet agent gave her a ticket for not having the inspection sticker, something most passenger vehicles would legally get because of their deteriorated condition.

When I was in Sosua just recently on vacation, a traffic cop told me to pull to the side of the road. I informed him that I was a US tourist with a rental car, he wanted to give me a ticket for not having a stricker on the windshield of the car. I had to call the rental car company, and they spoke to the officer. He still gave me a ticket with a warning. Now tell me does that make any sense, or are the police in the Dominican Republic corrupt.

There are honest police every where. Just look at the dirty 30 precient in NYC for one and there are more.

It is an absolute disgrace. I had a rental car in Santo Domingo and was hit by a Peso Taxi in front of the Bus Station for Bani. The whole corner was cluttered with these WRECKS.
I pulled over to speak with the driver of the other car and her screamed at me like a wild animal like it was my fault and took off. There was a AMET policeman at the corner and he wrote down the description and plate number of the taxi and gave it to me.
Why didn't he stop him.?
I realize they perform a needed service but should not be ammune from the Law.

The repair cost me over $300 and I have no recourse.

Here in Punta Cana, land of Hummers,Prados, and Monteros...mixed in with moto conchos, derlict vehicles and mini buses...it is never the moto concho...carrying 4 passengers...the last one juggling a propane cylinder....weaving through intersections with total disipline....lights non existant and carrying a bottle of Extra Carta on the gas tank between his knees...who gets even a passing glance from the AMET puppet standing motionless by the side of the road.

For them it is like fishing...why worry about people who can't pay a fine...lets go for the big fish and unsuspecting tourists. i see this time and time again....they have no interest in public safety or traffic flow...just whether or not your seatbelt is on and if you have a new revista...and even if they stooped you yesterday...they will stop you tomorrow for the very same thing.

This is just a joke...I have seen half the vehicles they consider safe to carry passengers....what a joke...leave me alone...leave me alone!

like the Samana highway which that past president started 11 years ago with much fan fare only to park all those funds in his and penas pockets. Oh but course let us start it again. He who votes for this guy is a jerk!

You are right on target. It is the same here in Boca Chica.
They do not obey any traffic rules.
