Gallup, Greenberg, Noxa-Clave, Penn & Shoen, within margin of error
SANTO DOMINGO.- Rejected by the opposition and dickered by the ruling party, the projections by the most recognized pollsters, except Hamilton & Staff, agreed with the results in Friday’s elections, according to the Central Electoral Board’s final bulletin.
The stalwarts Penn, Schoen & Berland and Gallup, as well as the newcomers Noxa and Greenberg Quinlan Rosner were close to target and in most cases, as the differences were within their anticipated margins of error, from plus or minus 2.5 and 3 percent.
With 100 percent of the votes tallied, the JCE said president Leonel Fernandez, of the PLD, won with 54 percent; Miguel Vargas Maldonado, of the PRD, 40 percent, and Amable Aristy Castro, of the PRSC, 4 percent, with 1 percent for the other four candidates.
Gallup’s mid April poll, published the 21st that month in newspaper Hoy, had a result of 52, 37 and 4 percent, for a five-point difference,
In a press conference, Penn published its poll done from April 21 to 25 , with 56, 37 and 5, for a difference of six, whereas newspaper Diario Libre-Greenberg’s survey, done from April 30 to May 5 and published May 13, found 55, 37, for a variation of six points.
The pollster Noxa-CIES, whose field work took place from April 21 to 26 and published by the weekly Clave on May 8, found 54, 36 and 9, coming closest to Fernandez’s votes, though missed in its 9-percent projection for Aristy Castro.

So, Noxa is the only one that hit the nail on the head, as far as the winner is concerned.
Missing the nail in the loser's head is no big deal.
The DT article deals only with "projections by "most recognized pollsters."
The "projection" thing presupposes that the voters had made up their minds at the time of the interview. [They probably had by late April.]
If not a "projection," then a snapshot as of the interview period.
So, being "most recognized," the pollsters recognized include:
(1) Hamilton & Staff (which blew it)
(2) Penn, Schoen & Berland
(3) Gallup
(4) Noxa (the gold medal winner)
(5) Greenberg Quinlan Rosner
Not being "most recognized," the pollsters not recognized, include among others {not mentioned}:
(1) Asisa Research Group
(2) Zogby International, (the king of the pollsters in competence and integrity) arrived late in the race.
(3) the no name and no account pollsters.
This is a rather glamorous field of pollsters.

However, May 16 was a class struggle as an intra-SECTORAL rumble within same bourgeois class. In other words, both of chief candidates were free-trade reactionaries, belonging to the same reactionary wing of the ruling class.

A prediction is only a prediction. Polls do a variations of things which can favor the ones who are given a higher prediction. Many like to go along with the one that is being predicted to be the winner. Its' a psychological effect for both the one ahead and the one behind. What this means in D.R. politics is that the Dominican voting population is becoming more and more predictable or they are becoming more and politically conscious and are less drawned by emotions and other factors which politicians are using to draw more people into thier agenda. This may also lead to a study about how dominicans choose their leaders. It may not be so good to be as predictable as that but it should give the P.R.D. some lessons to learned and four years to developed a better strategy and fool the polls.
