New York.– Operators of several north Jersey and New York bodegas are accused of selling tickets in the Dominican Republic's national lottery.

The Passaic County Prosecutor's Office says it busted the sophisticated gambling ring after two months of investigating it.

Authorities say they ring brought in up to $200,000 a week and the money was laundered in the Dominican Republic.

Eighteen people from north Jersey, New York City and Westchester County are charged with crimes including promoting gambling and tax evasion.

Investigators say the ring, though illegal, was fair to its players: winnings were always paid.

I guess I'm a bit confused and/or maybe even ignorant on this sort of thing... were they busted because they were selling DR lottery tickets in US? Is this illegal?

The County Prosecuter's Office in this case acted like a Mafia. Its no an illegal operation-per-say. Its just that the Bodega owner(s) did not file for a permit to sell an international lottery and at the same time pay their Mafia in the formed of taxes. This is something that really upsets them, especially knowing that they paid the winners who in turn did'nt paid their Mafias in the formed of taxes.

Yes it is illegal if you do not file for proper licensing and permits or receive authorization to sell material or to allow the use of gambling equipment in establishments then it is illegal. I'm quite sure their exist city state statutes governing and regulating the sale of lottery ticket or the use of gambling equipment or material( games of chance). In addition the fact that there exist laws prohibiting illegal gambling justifies the assumption that these tickets were sold with the intention to evade fees, fines and taxes. In essence the store owners are benefiting from thousands of dollars of tax free revenue. This wouldn't be so bad if they were spending the profits on charitable goals in the DR or their communities.

Pleaseeeee........they have been selling numbers in NYC for the past 40 + years in the Bodegas every latino knows that.

This system was never legal or will it ever be legal in the US. Forget about legalizing it....there is no avenue that exists for this type of game to become legal.

At 200 large at week, these 18 lumpens had a good thing going until they got caught.

Propably a greedy rat fingered them for a fee from the laws. OR the Dominicans refuse to promote corruption and give the laws their cut of the 200 large.

Now, the lumpens got real big problems -- illegal gambling, money laundering, mail fraud, wire fraud, tax evasion, RICO charge, and on and on.

Unless they get on their knees and grovel in NY-NJ courts and swear to defend Israel with their lives, these lumpens could do as many as 40 or 50 years.

Perhaps, the Santo domingo "money laundering side" of the operation will walk comfortably and spend freely even though their associates on the USA side have problems with the laws.

Yeah, drugs always somehow find their way into the picture, even if it's only that the largely "straight" guys needs something to calm their cowardly nerves.

Dutch Schultz used numbers' fronts ... which were independently profitable ... to give cover for his more lucative drug operations, but nowadays crooks are too stupid to do what Schultz did .

It seems to me that the main problem was that they did not get permits to seel the tickets, this is another way of saying they did not register so that the Tax collectors could not get their cut.

Sometimes, you got look at the internal or external class struggles of the bourgeoisie and between the bourgeoisie and the lumpen.

In NY, Gtech [the Sicilian lumpens took it over from US bourgeois elements in 2006] runs the numbers.

In NJ, Gtech also runs the numbers.

Now, Gtech is trying to take over the numbers in the DR.

Gtech already runs most of the numbers games in the Caribbean and Central America, dominating about 20 national lotteries.

In the DR, the national lottery is run by a some private company that enjoys an exclusive concession to supply electronic lottery services in the DR.

The question: Did this private company in DR rat out, finger, and set-up the 18 lumpens to Gtech or to the US cops? If so, the arrested lumpens in the USA may have perjury problems coming down the pipeline.

The Cuban American crackpots in NY-NJ been running something called the "bolita" for decades.

They ain't no license to run them numbers.

actually, Belial, no amount of grovelling before the New Jersey courts is going to do these guys any good. they are going to get hit with wire fraud, mail fraud and rico, which means the feds are going to step up to the plate. it means that when they each get 25 year sentences, they will serve 25 years. the fed system is not big on the idea of parole.

I afraid you're right.

But if numbers is all that they really did, without the trumped up, incidental, and related charges, I don't believe these people are bad people, no more than the people who bought their tickets are bad people.

After all the winning odds in the 4 or 5 individual Dominican lottery games are better ... which isn't saying much ... than any game that Gtech administers in any one of the dozens of states in the USA where Gtech dominates the lotteries.

Gtech has a security department that operates on the level of the CIA or DOD, so if you're going to mess around with Gtech, watch out.

as you well know, Belial, gambling is illegal in the USA only when some folks do it. the big, connected boys set things up for themselves, then pay off the senators to declare gambling ILLEGAL. that is because they do not want competition.they are no different than the pharmaceutical industry. they do not have problems with people getting high on drugs; they just don´t wanting them getting high on something you can grow in your basement!

Right.

This is not only interstate (in the US sense, NY and NJ), but also this is international (US and DR) which vests the FEDs with a kind of almost exclusive jurisdiction if they choose to exercise it.

Evidently, they chose not to exercise it.

So, in the operation against the Dominican number runners and Dominican numbers banks, NJ ... and soon NY ... are only fronting or whoring for the FEDs.

Gtech is likely dictating what the FEDs do.

A number of top Gtech executives, who average about $30 to $40 million in annual salaries, have been sent to prison in NY, NJ, TX, and in other states in the USA for corrupting government officials or being corrupted by government officials in the USA.

[You can google them. It's a long list.]

Gtech, as you say, has made it clear that "they do not want competition." And the uppity Dominicans were competing at $200 large per week.

When you're getting Gtech executive kind of money, you'll readily do 4 or 5 years of hard time and come out of the joint with variable sexual proclivities, but fixed for life financially.

Yeah, the Dominicans didn't seem to understand that they would have been better off if they paid the city, state, and FEDs a cut of the gambling operation if the cut were presented as a tax.

Al Capone made the same mistake.

Today, if you're in the rackets in the USA, you're be OK if you pay about a third of the gross for the racket to the state.
