SANTO DOMINGO.- United States ambassador Robert Fannin said Wednesday that Dominican officials who head the war on drugs have told him that the seized assets and money are sidetracked or returned to the criminals.

Fannin, speaking to a group of Dominican television executives and commentators, said the people in charge of drug enforcement in the country complained of that situation to him, when noting the limitations confronted to carry out their functions.

He said it’s different in his country, where assets and money seized from narcotics traffickers are expropriated and given to the agencies in charge of combatting drug crimes.

Dominican Republic law stipulates the expropriation of the assets seized, but only after the judicial process concludes. It’s in the course of that process when -according to what Dominican officials would’ve told Fannin- that the assets are lost or returned to narcotics traffickers.

The United States ambassador also defended his nation’s assistance to the country through the narcotics agency (DNCD). He said that if there’s a perception that it’s not numerous, it’s because it’s handled discretly, highly expensive and transferred essentially via training programs and intelligence.

Thiefs amongs thiefs. From one mafia to another, except that one is legally organized and makes the laws. Give me my money or I put you away for good and take all of your assets. Governments got no sense of justice but want to pretent that they do. The U.S. wants it cause they can't tax it, now they want D.R. to joint them but D.R. does it somewhat different: the money either does a magic act or noboby knows. For the traffiker, well it negotiates and gets to keep much of it, true for some and not so for others. In the U.S. it also happens but no one hears about it cause the motto is: " DO WHATEVER YOU WANT, JUST DON'T GET CAUGHT ".How many agents had stole money no one knows but they all know -- just close an eye, these agents work hard.

If had not noticed by now, this “Chivo Harto de Hobo” administrator its not listening. I would suggest you, when communicating with him, do it in a “Commanding Way” and as usual he will reply with his typical rhetoric of “Auto determination” as an excuse. He doesn’t get it and believe we’re fools, only reason for the continuity of his practices.

It’s time to implement “Plan B”, since his “no avail” in his responsibilities with “Dominicans, International Community and U.S.A”.

I can assure you, that his “Train of Corruption” don’t stops at his “Palace Door Steps”

Why not create a new law stating that all assets and monies confiscated from drug trafficking and/or money laundering are collected and dispersed to all law enforcement agencies. That would give every officer in every branch a much needed raise in salary and give them incentive to get these bad boys put away. It would also aid the governments budget by using these found funds for the raises rather than delving into the public funds needed elsewhere such as education, medical aid/treatment for the needy, etc. It could be a win-win deal if the money is kept out of the politicians hands for dispersment.................let Mr.COCCO handle it!! As it is now, we hear of arrests and confiscations but never hear where all these millions of dollars go. This should be a transparent accounting with the monies being given out so that the man on the front line trading gunfire with the traffickers gets a higher percentage than the officer in the shade looking for a little bribe to pay for lunch.

All the more reason to go after the men at the top of these organizations, convict them, confiscate the ill gotten gains and give it to law inforcement personnel as an incentive to go out and get more. Pretty soon alot of officers would begin to see that it's more profitable to catch these people and collect their percentage of the bounty as it were instead of taking their bribes to look the other way or worse be a contributer to illegal operations. It could work!! The main problem would be getting the "people at the top" to enact legislation to make this a real and viable solution to an evergrowing problem.
