Santo Domingo.– Dominican President Leonel Fernandez proposed a $40 billion fund to be made available on easy terms to poor countries to help them buy oil.

At a press conference Fernandez said that while high oil prices have pushed much of  the world into a grave crisis, the oil producing countries are reaping a rich harvest from the price spiral.

"I'm suggesting that (oil) producing and exporting countries set aside $40 billion of that $1.3 trillion surplus (revenue) so that the group of 57 countries with a per capita income of $6,000 or less has access to long-term, low-interest loans, concessions and investments through international financial organizations," he stated.

Fernandez included within the group of impoverished countries 14 in Latin America, including the Dominican Republic and Haiti, 25 in Africa, 15 in Asia and one in the Middle East.

The Dominican leader hailed Venezuela's leftist President Hugo Chavez for setting up of the Petrocaribe, a Venezuelan-Caribbean oil alliance aimed at helping the Caribbean nations purchase oil on easy terms.

To begin with the DR isn't really a "poor country".
If the government were to reduce it's own portion of the National Budget by reducing it's rate of employment, tell the transportation unions to "go stuff it" with their monopolistic attitude, really allow the economy to float to the height of it's capability, create and economic atmosphere that would encourage more internal investment, effectively balance it's own budget through true austerity, then the country would end up head and shoulders above the rest of the LA/C countries post haste.
What he is suggesting is that the"oil producing counries" subsidize the "poor countries" so they can carry on their corrupt practices without interruption.
GET REAL, LEONEL and start the "AUSTERITY PROGRAMS" within your Administration that you have spoken of so often by getting rid of all your non-productive cronies in government.

LF, of all people, is steppin' out.

He's making a move to become a player ... not just another participant ... with unique links to Right and Left in world affairs .

Imperialist tolerance of LF will depend on whether they can tell him what to say, what to do, and to whom. If the imperialists get control of LF and his new foreign policies, they will run him straight into a wall.

The Dominican bourgeoisie is super rich and its middle class is affluent, but the DR with 42% of Dominicans living in poverty .... that is, less than $2 per day ... is still a poor country. The GDP is not distributed according to principle of justice, but according to the principle of privilege.

So, from the oil producers and exporters, LF wants a Fund.

For the oil speculators, he wants regulation.

As for likely results of LF's idea.

The poor countries will be competing with the rich countries for money from the oil producing and exporting countries.

Bear stearn, for example, got a big infusion of cash for Dubai months before the investment firm collapsed.

Citigroup now has its hand out in front of all the moneybags.

IndyMac Bank collaped this weekend, it had ripped off the Saudis and Chinese.

Freddie Mac and Fannie Mae, pivotal pillars of US capitalism, may collapse next week.

No doubt the treasury secretary and Fed chairman are on the phone begging oil exporters and the Chinese to throw their money away into the outhouse of US capitalism.

LF will have to stand in line behind the rich countries to get something out of oil exporters.

But it's still a smart move. Now the ball is on the other side of the court.

If US capitalism couldn't endure the blow of Bear Stearn collapse, then the collapse of either Freddie Mac or Fannie Mae, not to mention both, will wipe out everybody because Bear Stearn was peanuts compared to the vast holdings of the two quasi-government mortage companies.

The problem is that the FED may not have enough money or enough time to print enough money to bail out either Freddie Mac or Fannie Mae or both.

Arrogant US reactionaries criticize the "inefficiencies, mismanagement, and corruption" of poor countries while the US capitalist economy is rapidly going to the dogs.

LF sees that poor countries will need a cushion if the US people don't remove the filthy GOPs from power soon.

Leonel Fernandez is not STUPID. He is catering to all poor latinos, not only in the DR, but all over the hemisphere. He is a master artist with his diversionary tactics and eloquent speeches and has fooled his country into believing he is their Savior. Actually, he is not interested in bettering his fellow countrymen out of poverty, but only securing his status as a rich leader along with enriching a few colleagues. He can begin as the first contributor of his proposed fund, with a small first donation of $1.0 MM, derived from the sales of his wife's wardrobe/jewlery. The second million can come from cutting his travel budget by 50% and not traveling like Arab Royalty (chartering the most expensive bussiness jet, even for short hauls). No, this man is not a fool, he only has many of us fooled!

Oil speculation chiefly drives up oil prices.

The speculation mainly takes place in NYC.

So, this is something that US president regulates or let run loose.

Both Bush and McCain side with the speculators.

Obama criticizes the speculators.

Figure it out.

Either get a US president to move against the speculators or get a foreign principal to intervene extraterritorially in NYC.

The latter alternative is not do-able.

Obama will make trip south soon -- maybe he'll hit the oil dependent DR, TT (oil and gas exporter), oil self-suffcient Brazil, and oil dependent Argentina.

That's who LF has to somehow talk to. But it's too early now.

There is a problem with regulating oil futures. Who knows specifically what to do.

The best financial market regulator, Mark Spitzer, was caught in whorehouse and stepped down.

The people on the US commodities trading comminssion are vile and worthless GOPs.

LF is talking the Bill Clinton. Maybe Bill knows somebody.

Four factors more or less control the price of oil:

(1) Speculation at oil futures at the NY Mercantile Exchange.

(2) Imperialist aggression against oil producing countries

(3) value of the US dollar, the international transactional currency for oil

(4) supply and demand for oil

Oil speculation accounts for about 50% of each price hike, but speculators need imperialist aggression against oil producing countries and a falling dollar to cover their looting of the world.

If the price of oil was fixed by supply and demand, a barrel of oil would cost about $40 rather than $140.

A barrel at $140 effectvely denies energy to poor countries. Petrocaribe throws some of them a lifeline.

US imperialists spend $12 billion PER month on Iraqi aggression, causing the dollar to fall and the oil price to rise.

McCain wants to stay the course in Iraq and expand imperialist aggression to Iran and perhaps Venezuela.

That's $24 billion PER month.

That's $250 a barrel

AP - Governors from the coal fields of West Virginia to the corn fields of Iowa talked Sunday at their summer meeting about moving beyond ethanol produced just from food sources.

They sometimes have different priorities in reaching this conclusion — priorities that can be as simple as who grows corn and who feeds it to livestock.

And they're also not talking about replacement so much as supplementing: using switchgrass or wood waste products, for example, along with corn.

Still, the conversation — including an energy forum Sunday — has big implications. The nation has 134 ethanol plants in 26 states with 77 more under construction or expanding, according to the Renewable Fuels Association, a trade group for the ethanol industry.

This year's corn crop, expected to be a record, is worth about $52 billion.

The controlers are having a banquet and celebrating their most profound profits made in less than six months, as in comparison to an entired decade. The U.S, is the country tha is mainly responsible for how the sale of petroleum is marketed. The oil producing nations are not gaining as much profits as the U.S. is, no arab nation is making more. The U.S. at this moment has control of two major players: 1) Kuwait and 2) Irak, what the eyes don't see and at this time no figures had been giving as to how much profits the U.S. has gained in the fierst quater of 2008. Another thing as to why the U.S. has let this rised to place is the pre-perceived fact pf the EURO-CURRENCY which weaken the power of the dollar. In reality the rised on the price of oil does not weaken the dollar but instead halts the rising power of the EURO. This tactics by economics in the U.S. is designed for future developments that will ensured that the dollar will rised to its days of glory. Just wait and see.

The D.R. President is just playing his roles as a leader that bows to interets of the U.S. cause at some point in time he will asked the U.S. to contributed into the pot. What all the Presidents of Latin America love to do is to begged the U.S. for MONEY. For the exception of a few that maintained their dignities and struggle through the difficulties created by the powerful nations of the world. The D.R. is not a poor country but as politicains will have their ways -- they list it as a poor country so they can keep the status of beggers. Now they give themselves the perfect excuse, the world is in a crisis and we as poor nations are the most affected so give us money. We don't want it for free but let pay it with low interest and for so many years. Venezuela's President is also having a banquet, as a producer and as a vendor, is like going to the super-market buy one and get one for free. You think you're getting it for free. They are master at the destruction of life.

Costly and moralistically questionable. Ethanol only exists with large Government subsidies.

No you don't. Very few areas in the DR have enough constant wind for it to be viable. Everybody thinks you can put a windmill anywhere and get free power.

Extremely costly and inefficient. 2 words...Night Time. What do you do when the sun goes down?

5) Ocean power… You have plenty.
Again...extremely costly with extremely high maintenance. Something the DR has a lousy track record in.

The problem really lies in thelack of thepursuit of the opportunities that have ben offered in thapast by the 1st world nations to the 3rd world.
The latter have gotten so used to using theIMF, the World Bank, and begging for handouts (and getting them) that they have forgotten how to think for themselves and seek opportunities available to them.
Look at what Europe and the Far Eastern countries did after WWII. These countries were in shambles after being the recipients of devastating bombardment by the Allied Forces, yet today they are stronger than ever because they WORKED WITH WHAT THEY HAD and parlayed that into economic prosperity for their citizens. That took a LOT of very hard work anda lot of capital borrowing, which they paid back tenfold in goods and services and in innovative marketing.
What did the LA/C countries do??? Borrowed money and then refused to pay it back, then complained bitterly about having to repay to begin with.

Today, Cuba and Venezuela, through their "collective" activities have managed to do a lot the same in the political arena. They have no room to talk when it comes to violation of individual human rights because they don't recognize that simple rule.

Juan, Hectorcargas and Texas Bill have all done a sterling job explaining what the basic problem is in the DR. it is called SQUANDERED OPPORTUNITIES! i made reference in the past to the fact that even though we see these glowing economic indicators, the economy is underperforming. we have far more resources at our disposal than South Korea had after the 1950-52 issues with the USA. look at the two countries today!
