SANTO DOMINGO.- The construction company Saipam obtained a subpoena to force the Government to cancel a contract it allegedly signed with a Brazilian company to build the dam at Monte Grande, Barahona (southwest), without a call for tenders.

"If in the coming days the violation of the Law isn’t halted, leaving the contract without effect, we’ll immediately proceed in the courts," Saipam’s lawyer Virgilio Bello Rosa warned yesterday.

He said the Government had confirmed that it signed the more than US$200 million contract with the Brazilian company, after the Government Purchase and Hiring for Goods, Services, Works and Concessions Law took effect, which forces a public bidding.

Bello said since Saipam wants to compete it notified the National Hydraulic Resources Institute, the Executive Branch’s Legal Advisor, the company contracted, and the Brazilian and U.S. embassies. He said the flow of machinery to the site was suspended after the notice was served.

this sound like the old extortion game to me ...it is a little late to start crying...but I am just wild guessing...but the government seems to be playing footsie with the Brazilians on many projects ...airplanes etc.

Looks like DR owes Brazil some duhhhhh or maybe Lula just wants to help DR. Who really knows?? We're just peons that information and who can't really distinguish truth from reality.

If there are no tender offers, there is no reason for the person who ultimately grants the contract to not fill his pockets with bribe money from the company given the contract.

Well, just today we read about the Govt. shutting down progress on a condo high rise, a Dam and a bridge, All projects are under way enough to compel the owners to completion but it seems the polliticians always want their "peice" at this rate the DR will always be an underdeveloped and economicly stagnant back water...Tsk tsk

There also building a dam in el rio bao and we dont want it what can we do to stop this rio bao is the best river in DR they are going to destroy it we need help from Janico to Mata Grande want to stop the DAM
