SANTO DOMINGO.- Although based on a treaty that took effect in 1910, extraditions between the Dominican Republic and the United States are often a thorn in both countries’ relations.

A country’s refusal to accept the other’s extradition request or the prosecution of defendants has caused questionings between the countries, even to the point of considering the treaty’s revision.

The most recent case is the rejection of the American government’s request of the homicide suspect Juan Astwood, for whom the Supreme Court (SCJ) ordered his release. Ambassador Robert Fannin protested the decision, who stated the U.S.’ concern alleging it sets a precedent for other cases.

In response the SCJ said it wouldn’t accept hindrance or guidelines which place its work capacity in doubt.

Other conflicts occurred in 2006 when a South Florida court refused to extradite Sam Goodson (Shlomo Ben-tov, accused in the country in the Plan Renove embezzlement case, and the Dominican Government’s rejection of handing over Carlos Grullón, suspected of killing his wife. The United States countered by halting US$6.1 million in aid to pressure his extradition.

In June 2005 then American ambassador Hans Hertell complained that arrest  warrants for extraditable were made public, measure he said endangered the lives of the agents who carried them out, but the SCJ refused to conceal the names.

In March 2006 the Justice Ministry complained of the U.S.’s treatment of the country’s extradition requests, arguing that while more than 120 Dominicans had been handed over from here, not even one came from that nation.

Another thorny case was the sentence of life imprisonment of a Dominican extradited to the U.S., which jurists and human rights activists rejected alleging that the sentence violated the treaty.

When in Rome? What do you do when you are in Rome? Do you act like an American? Act like you have high morals? Nobody cares who you are when you are in Rome. So just relax and let the Dominicans do their job. Like it or not. Let's say you are lucky enough to get arrested in the DR. Do you think the US Embassy will intervene on your behalf? Do you think they will send in the US Marines to spring you? No .. you will be subject to Dominican laws.. perfect or imperfect .. like it or not .. get it? It is written all over State Department Travel Advisories .. so why is the US Government suddenly above the law in the DR?

Do you think the US Judicial system is beyond reproach? Maybe you should try reading the latest AMNESTY INTERNATIONAL Reports on the US Justice system. Do you know what the courts have in store for you if you are an AFRICAN AMERICAN or DOMINICAN arrested in the US? Do you think they are going to treat you the same as a WHITE AMERICAN? Don't press your luck in America my friend .. keep your head down and avoid getting RACIALLY PROFILED .. so think about that one before you go foaming at the mouth about the Dominican Judiciary OK? The DR and Venezuela have a lot in common besides LF and Hugo being best of friends. I once purchased a drivers license complete with medical certificate in Venz. for 8 USD. I bet you can pick one up in the DR for about that. GC is right in his assessment of the corruption in the DR it is one thing "nuanced slight of hand corruption ...... and quite another when you read the stories of container sales that are not announced to the public until after they are sold, or the politicians getting a THOUSAND a day in per diem, where can I sign up. The difference between the DR and a lot of other countries is that you and I both know it is corrupt, the pueblo knows, the jefes and politicos know and instead of really concentrating on fighting it everyone tries to get a piece of the action......

While more than 120 Dominicans had been handed over from here, NOT EVEN ONE EXTRADITION CAME FROM THE US.

Moreover, the Domincan Republic should not hand over any Domincan to the US under the BUSH and Cheney, Mukasey, Chertoff REGIME because most likely and or most definitely THEY WILL BE TORTURED. YES TORTURED.

If at all possible .. if you are a person of color in the US .. try getting plastic surgery .. anything .. change your race to CAUCASIAN .. yes BLANCO . because if you are a person of color you will be RACIALLY PROFILED by the police and pulled over for no other reason than your skin is dark .. you are more likely to be beaten to a pulp .. when you are dragged into court you are more likely to receive a longer prison term than a BLANCO charged with the same infraction .. that's what the US Judicial system has in store for people of color .. so if at all possible .. just for your own safety and peace of mind .. try changing your RACE .. that's how bad it is ..

By the way, the torture of 500,000 suspects in US concentration camps around the world is not limited to waterboarding, the torture also uses vicious dogs, electricity, water, clubs, pipes, fire, and insane US citizens.

From one of the concentration camps in Iraq, photos surfaced depicting the wide variety of torture techniques.

A treaty, including those that pertain to extraditions, is a formal agreement between or among states.

If one of the states becomes two-faced and repeatedly breaches the agreement, why should the other parties to the agreement honor its terms?

In reality, no ageement exists after the repeated breaches.

the important question really becomes ¨is there, or is there not, an extradition treaty between the two countries? if there is, then consideration should be given to rescinding it, because , if both players choose to apply it selectively, it will only serve to exacerbate any existing ill will between the states.

Again, whaat Belial fails to mention and publicly recognize is that those 2 million Iraqis that have been killed were killed by Al Quida and other sectarian groups within Iraq. His numbers are probably correct, but the his identitification of the perpetrators is not.
Like Goebels said, if you say something often enough it eventually becomes the Truth to the masses, even if it is a lie.
His continuous references to the alledged "torture" by the US is by far overshadowed by the atrocities comitted by FARC, Al Queda and other sectarian groups against their own people for purely political reasons. He fails to mention the beheadings, kidnappings and other forms of outright murder comitted by the above cited groups simply because his agenda is to spread false propaganda and hate against a system he has no liking for and is fanatically opposed to.
His fanaticism will eventually be his downfall and he will be eliminated by thevery system he represents so vehemently.
