Boca Chica still needs heightened law enforcement.
BOCA CHICA, Dominican Republic.- Retailers of the tourism town Boca Chica say minors organized in gangs steal in their businesses and several Tourism Police (Politur) agents have prostitutes worknig for them, newspaper Diario Libre.
Retailers Association president Raul Vallete said crime cannot be fought when those charged with fighting it are involved. He said the minors steal in stores and mug foreigners and locals who visit the beach, and Politur agents look the other way.
He said Boca Chica’s Tourism Police agents don’t halt prostitution because they have women working for them and asked the Politur chief to transfer the entire staff in that town, for their involvement with that crime, and for failing to control mainly child prostitution.
Libre said its reporters toured Boca Chica at night and as late as 1 a.m. observed dozens of children behind tourists posing as shoe-shine boys in the presence of the police.
"The chaos here in Boca Chica unquestionably benefits the authorities. Right now it’s necessary to change the entire staff, not only is it not doing anything, but they have women working for them," Vallete said.
Diario Libre said buses of the Santo Domingo-Boca Chica route are seen arriving full of women and children in the afternoon, who come to prostitute themselves, mainly with the tourists who go to the beach in the country’s oldest resort town.

Crime this crime the other crime that. I'm sick and tired of crime in the DR. Anyone noticed that every single thing in the DR has some kind of relationship with crime? Things are out of control, and people are not afraid of showing it in public cause it's general knowledge that punishment is not a consequence of crime.

Why single out the DR? There is crime everywhere else .. is there no crime in Europe and North America from where the tourists originate? probably much worse than what happens here in the DR .. statistics anybody .. where are the numbers? show us the numbers to compare .. and what's all the fuss about "child labor"? who has the right to decide whether or not "child labor" should not be used in the DR? where economic opportunities are so limited .. who the heck do these foreign pundits think they are? wake up and smell the coffee dude? the realities here in the DR are very different from those found in the effluent societies of Europe and North America .. the same problems existed in those societies during the early phase of their economic development .. those effluent societies have destroyed much of their own natural resources .. then they go around telling others to conserve their trees .. lay off the DR .. mind your own business.. There is a general disrespect agains authorities, to the point where who knows how many police officers and government officials are involved in criminal activities. Read the news every day and you'll notice how much crime there is in this little island. Even the police and amets get robbed daily, and they're the authority!

The fact that a child goes out to shine shoes is not child labor, although the work performed is a form of labor. I had meet many of these children and most do it to help their mothers by bringing in a little extra-cash to feed the family. Most of this kind of work is done in the early hours of the day, some may choose to continued at later hours. The ills of child labors is more to the extreme of using a child for economics gains and exploitations and thats a heavy crime that should carry heavy consecuences. The D.R. does not have that problem cause no company is crazy enough to hire under age children, this is not to say that someone will not but as far as the law is concerned it has not directly observed it. Prostitution is another matter, some tourist expect to see and find young women at those tourist locations, its the reason why they went to D.R. in the first place. The exploitations of women ( boys and girls ) for someone's profits should also be punished.

The child prostitution problem is universal .. there are dozens of these rings operating in the US right now .. many more in SE Asia, Eastern Europe and Africa .. when one is broken another one takes it's place .. while it is easy to blame tourists for the child protitution problem in the DR and elsewhere .. child prostitutes also cater to the local market .. local men use the services of child prostitutes .. local policemen work in tandem with the children .. they cater to a significant segment of the local elite in the DR .. but it is up to the citizens of the DR to decide whether or not they wish to tackle the problem and exactly how they must proceed .. No...but you see a fair number of DR's floating in overstuffed yolas to Puerto Rico. I have often thought it funny that since the Dominicans do not have the political strength of the Cubans in the US...that you hear about every piece of floatsam with a Cuban clinging to it...but hardly a peep about the 1000's of Dominicans who take thier chances on one of the worst bodies of water in the Atlantic basin...the Mona Passage.
Secondly....do paper routes in North America count as child labour???? How about lawn cutting??? What about on the farm.....should a 10 year old help with chores????
In 80% of the world it is a requirement of life to work early in it....not mall walk and play video games until 18 years of age.
