SANTO DOMINGO.- The commission designated to investigate Peravia province (south) senator Wilton Guerrero’s drug denunciation didn’t find any links between narcotics trafficking and Bani’s judicial and police authorities.

However, it recommended the suspension and the filing of charges against assistant prosecutor Máspero Hatuey Santana and the supervisor Esther González, for negligence.

The commission, which handed its report to president Leonel Fernandez Friday noon, recommended the transfer of Police general Hilario González and the rear admirals Gustavo Rojas Veras and Juan Victor Sosa Ruiz.

Guerrero alledged that González had links with narcotics detectives and drank whiskey and ate goat in parties with the six foreigners and one Dominican who were killed gangland style two weeks ago.

Justice minister Radhames Jimenez said the investigation found that González’s conduct is untarnished and he was transferred because his time was up. It also recommended the transfer of the Police and the National Drugs Control Agency  personnel in the province and an increase of marine patrols.

In addition to Jiménez, Armed Forces minister Ramon Aquino and Police chief Rafael Guzmán head the commission designated by president Leonel Fernandez.

Guzman said the investigation into the Bani bloodbath is well advanced and the Nicaraguan who survived has already started talking.

Did you see all of his medals?? Did he singlehandly storm an enemy stronghold or something. Or do you automatically get them when you become chief of police.

isn't it interesting that one of our intrepid posters prophesied that the investigation would find nobody guilty of malfeasance, but find some fall guys guilty of " negligence "? i guess he knows his country well!!

and, sadly Ghoulish, nobody gives a darn. but if Uncle Sam gets riled, and decides to withhold aid, people will call it unjustified! because with Sam, it is " do as i say, not as i do".

Historically LATIN AMERICA .. including the DR .. has been an important part of Uncle Sam's SPHERE OF INFLUENCE .. nothing happens in the LARGER NEIGHBORHOOD without the old man's approval. It's been like that since TEDDY ROOSEVELT .. who "treaded softly and carried a big stick". It is always nerve wracking to live on the periphery of any major IMPERIUM. The RUSSIANS still exercise the same kind of influences on POLAND, HUNGARY, CZECH & SLOVAK, GEORGIA, UKRAINE, KAZAKHSTAN, UZBEKISTAN. It's like swimming next to a GREAT WHITE SHARK. One moment you are there .. and the next moment you ARE GONE.

yes, Ghoulish, the old man will dictate the rules of engagement in the drug games. no mavericks allowed. no freelance pioneer types. no third world, banana republic independents. with too many guys making too many initiatives, the game becomes unmanageable. so the DR boys better fall in line and wait for their instructions from on high, rather than beating their own paths to glory! only team players need apply.

I think this is what I was also trying to say:

http://www.timesonline.co.uk/tol/news/world/europe/article4543744.ece

Col-General Anatoliy Nogovitsyn, deputy chief of the general staff, told Interfax that Russian military doctrine would allow for a possible nuclear strike.

Poland agreed on Thursday to host elements of a U.S. global anti-missile system after Washington agreed to boost Poland's own military air defences.

"The USA is engaged in an anti-missile defence for its own government, and not for Poland. And Poland, in deploying (elements of the system) opens itself to a military strike. That is 100 percent," Interfax quoted Nogovitsyn as saying.

Nogovitsyn said Russia allows nuclear weapons to be used in circumstances defined by its current security doctrine.

I hate to say WW3 .. but that is how these things start .. angry words .. sabre rattling .. invasion .. occupation .. more angry words .. sabre rattling .. egos getting in the way .. and we are looking at an arsenal of weaponry that runs the gamut from conventional battlefield armaments .. through lethal chemical compounds .. to biological pathogens that can kill millions in a matter of days. It is NOT A JOKE. It is NOT IRAQ. This is one large BEAR.

The "world is too advance for that"? For Christ sake .. it is the 21st Century .. if we are so "advanced" why are we fighting ANYWHERE in the FIRST PLACE? Why are we fighting "advanced" street hooligans in the slums of BAGHDAD? Is that the kind of "advanced" that you are talking about? And we .. the USA .. being the most "advanced" .. Why not use our "advancement" to grow more FOOD .. find new sources of ENERGY .. fight epidemic DISEASES .. make FRIENDS instead of ENEMIES? Look where all the "advance" has taken us? We have an "advanced" $482 BILLION BUDGET DEFICIT .. our NATIONAL DEBT has "advanced" into the TRILLIONS OF DOLLARS. We owe BILLIONS to "advanced" CHINA. And we just allowed the "advanced" SOVIET UNION to take "advanced" GEORGIA .. one of our STAUNCHEST "advanced" allies. How "advanced" is that huh? Any more "advancement" and we will end up in the "advanced" STONE AGE.

Ghoulish, i am tired of stating that there is a difference between technology and civilisation. man is no more advanced as a creature today than he was 5000 years ago. sure, in the 1960s cell phones were space age imaginings, and look at what we have today. yet, mankind, the animal, is just as barbaric and uncivilised as he was in the times before Christ, with no hint of improvement on the horizon. so, for those who do not fear armaggedon because we are "too advanced" , i advise them to exercise caution when they make those assessments.

It's more like the DNA of a highly sophisticated APE .. evolution solved the "opposing thumb" and "foramen magnum" problems .. but never took away the powerful TERRITORIAL IMPERATIVE and the need to exert DOMINANCE .. particularly over those that are WEAKER. A stark reminder of the LEBENSRAUM that fueled Nazi Germany's torrent of XENOPHOBIA and TERRITORIAL AGGRESSION. I see it clearly in the discussions of the so called "HAITIAN PROBLEM" here on DT. Often finding it hard to believe the GENOCIDAL intent against the Haitian people clearly declared in plain English on DT. Feeble and timid attempts to DENY the October 1937 MASSACRE of Haitians at the hands of Trujillo. Describing the Haitian population growth rate as being similar to that of ANTS. Once you DEMONIZE a nation of people .. GENOCIDE becomes an acceptable and proper FINAL SOLUTION.

I never saw it that way, GhoullishColon, but you may have a point. Genocide may come to be the final solution for the haitian problem for some dominicans. I hope things don't reach that point, if they do, sigh I foresee a pretty bloody battle. But i guess its true, humans may have more technology but being civilized is something they have yet to master. No matter how much we try to sugar coat it, our animalistic desires continue to dominate our course of actions.
