SANTO DOMINGO.- Supreme Court (SCJ) president Jorge Subero today warned that the country could become a State of terror, if drug traffic and consumption continues to grow.

He said drug trafficking threatens all of humanity and suggested the Government to provide more technical, economic and human resources for “a more efficient” combat against that organized crime. “Above all, we cannot ask the Dominican authorities in charge of fighting the crime in all manifestations to be harsh with those crimes, if we don’t provide the necessary economic resources.”

Subero discarded that the country might become narco-State because for that the complicity of the State itself would be necessary. “What can the country can  become is a dependent society, a society where our children, where our grandsons, our families are constantly placed under a state of terror, because drug trafficking doesn’t give a truce.”

Similarly, Subero Isa the past talked about to the speech delivered by president Leonel Fernandez Saturday, and said that it satisfied the part him in which it talked about the corruption.

The chief Justice spoke with reporters in the inaugural of the National School of the Judiciary, where he participated in training session for judges.

The the war on drugs approach must be multi-faceted NOT just on the US-side but also the RD route & South America sources.

Drugs are sold NOT ONLY @ US but in RD barrios, Canadian cities & the EU (i.e. Amsterdam). But there's a BIG difference from RD CORRUPTION of key officials (police, DNCD etc) who partner with Tigres (not arrest them) vs. a better US law enforcement.

US DEA & Embassy have their heads in the sand based on failed RESULTS. At the back end, we build more US prisons now overpopulated but due to the FAST MONEY...the game attracts REPLACEMENT dealers from off the bench.

IN SANTIAGO, TIGRES SELL ON SCHOOL ROUTES CREATING NEW ADDICTS WHILE DNCD LOOK THE OTHER WAY!

Also, @ the front-end (Columbia) & middle-end (Haiti/RD) very little is being done to stop-the-bleeding! To the contrary, there's alot of RD support aiding micro trafficking via corrupt institutions who should stop the flow (i.e. Bani - the tip of the iceberg)

The US needs an economic embargo NOW

As long as the goverment continue the same tiresome rhetoric of being negligent and in a state of retarded disbelief, problem will get worse by the day.

Goverment (president) must increase wages and improve benefits to the military so there is not excuse for doing a great job for the public, enough is enough to be mediocre.

Everybody could see that new goverment started already in the wrong direction and as long as population don't see clear solutions to so many problems country is going in the wrong direction..

You are all right in part.

LEGALIZE = May create more addicts, but if that were true how come Alcohol and Tabacco consumption has decreased. Through education and taxation. Get the criminals out of the business. Cleaner needles less AIDS. It got Capone and others out of bootlegging in the 30's. Use the tax money for addiction programs which barely receive funding now. Most of the drug budget goes into enforcement.

The DR addicts have increased since payments to those in trans-shipping to the USA/Europe are paid with drugs. They put it on the streets of DR for any price since they wants $.

MORE ENFORCEMENT: What have we not tried. Mandatory sentences, stricter enforcement
( minorities are receiving harsher sentences for crack than others {whites} get for pure cocaine, meth etc.) Drug courts got them full. Needle exchange programs. Crop eradication. Tying $ to countries who "cooperate". None worked.

Reducing the ancillary crimes associated with narcotics is a plus..

I think LEGALIZE should be tried on a TEST basis. In California the legalization of MEDICAL MARIJUANA seemed to be going fine until the DEA stepped in to exercise their FEDERAL MANDATE. Completely opposite of what the local courts had allowed. The present COPS and ROBBERS approach is a DISMAL FAILURE.

one of the most insightful postings i have read in this forum is the one in which Ghoulish asked what innovations will cause a decrease in corruption in the DR. it does not assert that corruption is unique to the DR, but that no amount of talking, big buildings, SUVs, etc, will change anything. and, until the culture changes, we can all wear out our computer keyboards pontificating on the issue. it is as ingrained as the merengue, and is here to stay. get used to it!

Man from Bonao .. I was just being nutty as usual .. you quoted me correctly .. your interpretation is correct. On the subject of CORRUPTION. There has been so much emphasis on CORRUPT OFFICIALS. Very little on CORRUPT PEOPLE. The ones that PUSH MONEY into the faces of the CORRUPT OFFICIALS to FUEL the PROCESS. The ones that are DESPERATELY trying to GET SOMETHING without going through REGULAR CHANNELS. I am telling those HYPOCRITES to take a LONG LOOK at THEMSELVES in the MIRROR. What happen to D.R. and when did illegal drugs got so widespread and a heaven for traffikers. The answers: after the 1980's and all through the 1990's when more and more dominicans immigrating to the sweet U.S.A., some found that fast-money was to be had by getting involved in illigals activities such as dealing and traffiking drugs. These people that were later caught and after serving their prison termed in the U.S. were deported to D.R. were many continued on their chosen criminal careers of drugs traffiking. Some with better knowledge of how dominicans authorities operated designed plans to persuade chosen officials to get involved in their quest of fast money. Thus increasing more and more the participations of many that will ordanarily not become involved. At such a level everyone in an island the size of D.R. knows who is who and what he or she is doing. How many disco are in D.R. -- how many after-hours are in D.R. or didn't you know that drug users and dealers do this mostly

Ghoulish, reading you is a joy, and an eye opener. too often, we sit at our dining tables lambasting Dominicans for being incorrigibly corrupt. then we take it steps further by complaining about the adverse effects that corruption has, not only on society, but upon each of us as individuals. yet, we never stop to ask the following : how many gringos, the ones who are so robustly disposed to criticise Dominicans, have permanent residency which they bought through some contacts they made while wheeling and dealing, and schmoozing politicos? how many managed to build on lands they should not have, because they paid off some official? how many managed to pass through police checkpoints without proper vehicle documentation, simply by slipping the police a few hundred pesos? how many have illegal electricity counters, in order to lower the electricity charges in their businesses? how many are bringing into the country containerloads of merchandise, evading the duty by paying off

Continued----- at night and that usually is confined to certain places, neighborhoods and areas which are known for the used of drugs. Following the trails is not such a dificult tasks. For Dominicans Authorities what they want or the messages which they are sending is " Mr. U.S.A. we need for you to send us technical supports and most of all a lot of money in order to combat the drug traffikers who have more resources than us ". The solutions to the problems they don't want to confront cause to solved is to stop the sweet U.S.A. from giving them the assistence of money. In turned the U.S.A. has given the D.R. the same problems which the U.S.A. has lived with for many decades. Want to deal drugs, go deal it in your country and give it to your children. A Columbian once said that they will inundate the U.S. with drugs, this person was part of a group that was caught in the biggest bust in Colorado. They are also inundating the D.R. Knowing the problems is knowing the solutions.

hectorvargas, we all know that purveyance of drugs in the DR can be controlled, if not stopped. after all, nobody in his right mind deals drugs in Singapore. heck, there is a sign at the airport which reads "if you are caught with drugs, you will be executed". a little draconian, perhaps, but it gets the point across, and deters the faint of heart, who might otherwise consider the trade as a career. on the reverse side of the coin, a year in jail for eight kios of cocaine is not going to deter too many prospective dealers, especially since one year sometimes translates to one month, depending on which legal officials are on the take!

Man from Bona .. your observations are uncanny .. sharp as a razor blade .. foreigners who criticize the corruption they see in the DR .. then turn around and make DR CORRUPTION work to their advantage. You have an excellent point. It is always difficult to look at oneself objectively. For that reason it is difficult for people to realize that their own CORRUPT BEHAVIOR significantly contributes to CORRUPTION in GOVERNMENT.

Words can be CONFINING. We define a WORD and become IMPRISONED by it's attributed MEANING. CORRUPTION involves MUCH MORE than MONEY. RACISM is a form of CORRUPTION of the VERY WORST KIND. I would say that he principal reason that corruption has continued to grow in DR is JUDICIAL. Is there anyone serving time (incarcerated) for public corruption. Certainty of punishment has to be part of the equation.

Congressman Cunnigham of California had a total take of maybe $750K. Governor Acevedo-Vila of PR had $20K in clothing and surgery, plus some campaign kickbacks on matching funds. The Mayor of Detroit, MI; Mayor of Newark, NJ; Secretary of the Army for ENRON ties; Governor of Connecticut; Under-Secretary of the Air force for kick-backs with Boeing $ 300K and a job.

Any Cabinet Officer in DR who only takes $750K in a 4yr term, is called PENDEJO.

The term I liked, was " steal they are going to say you did anyway". Leonel in his 1st Term said they needed better salaries to ensure integrity. That did not work, with millions to be stolen. The president of the Central Bank of DR makes more than the Federal Reserve Chairman.

just kidding you Basta .....Dread the gringos are responsible for Dominican corruption ? please dont make think you really believe that......Hector makes a very good point about returning criminals who learned their craft in the USA and return to find an ill prepared society....Puerto Ricos astounding crime rate can be attributed directly to this and Dominicans are learning it....The 7 murders of dealers in Bani would be an average weekend in Mexico....Brazil and Argentina are on fire with drugs....Who are we kidding the DR is small potatoes in the scheme of things....THE PROBLEM IS SOCIETAL not American....America just pointed the world in that direction....there are people selling 8 balls in Tiblisi as we speak let alone Copenhagen ,London, Amsterdam and Moscow.....THINK LOCAL ...start with the family...your own children

Goulet, at no point did i blame corruption on gringos. read my post again. the gravamen of my post is that while they are flagellating dominican society for being incorrigibly corrupt, they contribute to it by availing themselves of its benefits. every gringo i have met , who has no immigration documents, asks me if i know someone who can " take care of business ". that is not the type of question we hear from someone who is willing to go through the process of waiting his turn. it is like buying a stolen radio from a street thug, and then excoriating him for breaking into people's cars!

But Dread i have difficulty explaining the advantages of having documents period to foreigners and the type who would buy forged are dumb or nefarious probably both....I know people who own second homes here who still cant be bothered with residency and prefer to pay the so called fine when they leave after 30 or 45 days whatever...Dread can you tell me a good reason to posses this document other than to make your banking slightly easier...Historically I think the government gave this toy to Abogados to rip off the poor foreigner trying to do the right thing

i guess people feel secure with the documents, and, do not forget, many gringos want citizenship so they can buy the howitzer to blow away uninvited guests. a lot of these documents are legit: you just get them in 48 hours instead of six months.
