The Dutch! Drugs are mostly legal in the Netherlands. I don't know but I am skeptical of this arrangement.

Lately, Dominican navy has been reported to be highly involved in drug trafficking. With the Dutch having lackadaisical attitude toward drug use, is it possible they are just working with DR's navy to learn a trick or two and secure their own loot? Could be possible.
