SANTO DOMINGO.- A senior Government official on Thursday said the country doesn’t have to accept any type of aid from ex United States president Jimmy Carter, if it implies a joint vision of Dominican Republic and Haiti to confront malaria or other diseases.
Health Sector Reform Commission (CERSS) director doctor Humberto Salazar said to accept any binational funding means to assume the vision he said the great powers have that since Haiti and Dominican Republic share an island their problems must be solved jointly. “Those who accept binational donations are bad Dominican because they attempt against the nation’s sovereignty.”
The official noted that two years ago, as head of the Presidential Council on AIDS, rejected aid from the United States because it implied assuming an HIV prevention program linked to the Haitian authorities. “We cannot accept, under any concept, the vision of a joint island the ex president of the United States and Europe have.”
However, Salazar said the country should accept any economic support from Carter to confront any border problem, but separate from Haiti.
The CERSS director said the former U.S. chief executive should be made aware that the malaria on this side of the border is the result of the Haitians’ “peaceful invasion” across the border and then on to distant tourism regions.
“That’s the reason why as a health sector official I cannot agree with those who want to impose that Dominican and Haitian authorities work on malaria and other diseases as a single chapter. We should confront the problems derived from our neighbors with our own restructures,” the official said.

two different issues, w/ two different solutions. Chicken flu can be managed, while MOSQUITOS is a bit trickier. ALL border checks ask about things like fruits,life animal, and things that may contain some sort of contaminant. That's a way of trying to mitigate the spread of contaminants, such as the bird flu. I haven't seen any border check in any country, trying to control mosquitos. So two different issues, two different responses.
That Haiti exploited the situation w/ the chicken flu, goes w/o say and the results are obvious, increased food scarcity in Haiti and increased in prices. But, that too, is a separate issue from trying to control Malaria.

This Humberto Salazar is a disgrace. While the problem is located fundamentally in Haiti-over 90%, the fact remains that insects respect no borders nor human body to subsist. Better that this fool had stated that the Dominican Republic looked forward to facilitating arrangements with their Haitian counterparts to eradicate the problem. And yes he could have stated that the issue of the border would also be addressed as this problem made it more difficult to control not just the spread of diseases, criminals, guns, and other potentially dangerous conditions from both sides of the island. He has no diplomatic tact.
