Good Luck AMG in selling projects from Dominican Developers who only understand how to offer a product desired by Dominican speculators and a sprinkle of users. I suggest that you don't waste your time, unless they are already paying you for it. Nonsense - Over 10 year period real estate values up by 50% in many countries. Slight adjustment last year. My guy in Europe says long motgages available at standard mortgage rate of just 3% RE has seldom been so affordable. Especially true in DR. Sometimes a 25% deposit is required but there are various sources. We are talking here about a 200k dollar condo - not a 3 million dollar Miami job. As in all times certain trades are doing well - its been the turn of farmers - farm prices well up and in US ethanol boom.
Russians are in evidence here as many of have saved from 5 good years for many people - similar Brazil farmers.
Cost of living is good in DR good offers always on air travel and sea food prices 1/2 that in many parts of Europe. Condo fees, land taxes are low. Many people have solar installations so no or low utility bills. Here in the North AC is seldom necessary.

Inflation often follows slight economic turbulance and the dollar safely earning 3% on deposit could well be worth much less in real terms in 2 years time. Most times prices of reasonably priced RE have risen over a five year period when bought in a dip. On the other hand a new Hummer H1.....

It is a total fantasy for DR developers to believe that affluent people would retire there based on price alone like MR UK suggests. He must be smoking the same stuff. Would the affluent like to shop in a Colmadon, be accosted by pushy vendors, dodge pot holes and motoconchos, risk life and limb to drive at night, pay absurd VAD and gas tax, tolerate blasted bachata from miles away, walk garbage strewn beaches, experience the worst service by indifferent and untrained wait staff and generally live in a society were everyone is assumed to be a thief? I would be the last person to suggest that price alone should be the criteria - Philippines and other countries are cheaper for sure. However I guess most retirees need to sustain a lifestyle on 600 - 2000 dollars a month over a long period of time. Some with substainially more can afford the South of France, Venice Fl etc. In Venice ocean front 1000 sq. ft. might be $ 400,000.
But you are right price is only part of the appeal.
You mention problems:
Shopping also includes in many areas neat mini-markets, trucks loaded with fresh produce going past many villas and condos, home delivery. The colomado is usefull at 12 in the night!
Vendors, if they do not do business from resiedents concentrate on tourists and often offer value for money plus a holiday memory. Residents often have a vendor friends who find special items during trips to town.

Roads are improving and care is needed. However in Northern USA and Europe driving in winter has other perils and is by no means 'safe'. Taxis and skilled drivers are often used and easily available. Modern coaches Caribbtours etc. ply between most towns on a good schedule.

Driving at night has different problems in different parts of the World. Many retirees in N. USA choose not to drive at night in winter. Of course the day is short.... What else?
Garbage on beaches depends where you are. In many places local businesses pay for clean up and a good standard is maintained. In others local residents organise volunteer groups and encourage local people to join in. Other

You certainly do not go back in time in the DR. Modern facilities abound; at the same time there is great care of National parks ( great in area compared with other countries ). Yes, people retire to Venice, they retire to romote areas of Peru, they retire in huge numbers to Mexico, Southern Spain. Thaialnd, Phillipines, Costa Rica etc. Another group of retirees spend part of the year in DR and return year after year, escaping northern climes.
Yes people do crave a change. Different people like city life and of my acqaintaces some make trips to Switzerland, Buenes Aires, Paris, Madrid etc. Fortunately DR has has good air connections and there are air shuttle serivces to the main airport from many areas. In my experience the Air France service to Paris is commendable and most times on arrival you can book into a hotel in central Paris within 45 mins of arrival.
Back to the topic - I thnk Balcones is attractive and should merit further investigation.

To see a gentleman of 90 walk down sunlit streets and enjoying a life second to none in the World is great. I do not have to put up with inconveniences only conveniences : a morning swim in a well mantained pool, excellent bread and coissants from the French Bakery, superb fresh food of great variety, helpful people aways embarassing when someone gives up their seat on buses. Here there is a choice of restaurants , not as wide as London or New York admitedly, of the great national cusines : France, Italy,Vientnam, Swiiss, Geman.all within walking distance. I am not a rdier but horse riding on the beach is excellent. Local doctors are trained to internationa standards and are available 24 hours a day. Friends who have retired to Marakesh are in a far more challenging environment.

Bad service is a problem everywhere. But certainly not universal in DR. I had an excellent meal on the beach last in a full to overflowing restaurant last night. The group I was with included Amerians, Irish, English and service was very good. Restaurants are full, and in my observation very few complaints.
