MIAMI. - The Atlantic hurricane season’s second depression today became Tropical Storm Bertha, located southeast of Cape Verde Islands, said the United States National Hurricane Center (NCH).
It’s maximum sustained winds are 65 kph, with stronger gusts, and it’s expected to strengthen in the next 24 to 48 hours.
The Miami-based NHC in its 1500 GMT bulletin said Bertha’s center was near 13.3 north latitude and 24.7 degrees west longitude, about 310 kilometers south-southwest of Cape Verde Islands.

It looks like it is anyones guess where it will end up and if it gains stenght and momentum.
Whatever the outcome it is a good reminder and the DR and Haiti should calmly advise the public to be prepared.
One thing with hurricanes is that they develop slowly so there is plenty of time to prepare.
There is really no excuse for loss of life.
